The user can enable the Character Phonetic Reading feature to restore the original Narrator behavior which was enabled by default prior to Windows 10 Build 18282.

How to enable Narrator Voice Emphasize Formatted Text in Windows 10
As you may already know, Narrator is a screen-reading app built into Windows 10. Narrator lets users with vision issues to use PC and complete common tasks. The user can enable the Narrator Voice Emphasize Formatted Text feature, so Narrator can emphasize formatted text, such as bold, italics, underline, etc using changes in speed, pitch, and volume instead of pronouncing "start bold/end bold" and so on.
As you may remember, Chrome includes a feature that allows using media keys on the keyboard to control the media content playback in the browser. When enabled, it allows using the Volume Up, Volume Down, or Mute media keys, you will see a special toast notification with buttons that you can use to control media playback. With a commit from a Microsoft developer, the notification now includes details about the YouTube video played in the browser.
As you may remember, Microsoft has postponed public rollout of Windows 10 version 1903 '19H1' on April 4, 2019. By shifting the release from April to May, the company has allotted more time for testing. On May 21, 2019 Microsoft released Windows 10 version 1903 to "seekers". On June 7, 2019 they made it available via the manual update, but there are still situations when Windows 10 version 1903 'May 2019 Update' may be blocked from being installed on your PC.
