Windows 10X is Microsoft's answer to Chrome OS. It supposed to be a lightweight, minimalist edition of Windows. It does not have everything that the full-featured Windows 10 has. It started as an operating system for dual screen portable Windows devices, but eventually got support for lower-end single screen devices. Microsoft may be planning to use the “The New Windows” slogan as a marketing name for this OS.

Some now suspect that Microsoft wants to bring Windows 10X to market as "The New Windows". Obviously, that name can also refer to the upcoming Sun Valey UI rework, in Windows 10 21H2. However, the later is still the "old" Windows, while Windows 10X is a different thing. At launch, it won't support classic Win32 apps natively, but Microsoft will add support for them later after the OS release. After all, Windows 10X is not designed to run on existing PC hardware.
Windows 10X is notable for its streamlined design and containerized apps. Visually, a number of things are updated, from its icons, to animations to even the Start menu, taskbar and Action Center. These changes in Windows 10X are coming to Desktop with the Sun Valley project, the new user interface that should hit consumer devices in the second half of 2021 with the major 21H2 release.
Initially, the Redmond software giant was planning to ship it on Surface Neo and similar dual-screen devices, but later their plans has changed, and Microsoft is now targeting traditional laptops and tablets. Currently, Microsoft has no plans to distribute Windows 10X as regular Windows 10 Home or Pro editions. This means the only legal way to obtain a copy is to buy a device with Windows 10X preinstalled. Such devices are still yet to come in the near future.
