Download Offline Maps over Metered Connections in Windows 10

Windows 10 comes with a built-in Maps app powered by Bing Maps. It is Microsoft's own answer to Google Maps which are available on Android and online. Maps can be useful because of voice navigation and turn-by-turn directions. They can be used to quickly to find directions or locate a building. To use Maps when offline, you can download them in advance. Here is how it can be done in Windows 10 when the metered connection feature is enabled.
