Microsoft has released a new Dev channel build to insiders, Windows 11 build 23419. Keep in mind that insiders who were previously on the Dev channel are automatically transferred to the new Canary channel. If you force the Dev channel in your Windows Insider settings while you're on build 23403, you won't get build 23419. Here are the changes in today's release.

Microsoft will now release optional updates on last week of the month
Microsoft has announced that, starting in April 2023, non-security cumulative updates will be released during the fourth week of the month. As a reminder, these updates are intended to test fixes and innovations for next month's mandatory cumulative updates, which users will receive on the second Tuesday.
Some Windows 11 “Moment 3” features are already in Build 22621.1483 (RP)
Microsoft has released Windows 11 version 22H2, build 22621.1483, with KB5023778 to Release Preview channel insiders. It build includes features that will be part of the next update, known as "Moment 3".
Windows 11 now allows you to automatically install preview updates
Microsoft has added a new option to Windows 11 that allows you to automatically install preview updates once they appear on Windows Update. The option significantly speeds up the update receiving process, as "Preview" updates come as optional patches that you have to install manually.
Microsoft makes pinning Windows 11 apps more transparent to the user
Microsoft has announced a number of changes in Windows 11 to make it easier to change default apps and give you control over pinning programs to the taskbar. In the coming months, the changes will become available Windows Insiders.
March update of Windows Subsystem for Android 2302.4000 improves stability, audio issues and security

Beta channel insiders are getting Windows 11 Build 22621.1465 and 22624.1465
Microsoft has released two new Beta builds of Windows 11 version 22H2, 22621.1465 and 22624.1465. They come as KB5023775 that enables new features for those who is on Build 22624.1465. It includes Live Captions available in more languages, updated touch keyboard settings, word prediction for Simplified Chinese IME, mult-app kios mode, a new VPN overlay icon, and several fixes and general improvements.
Microsoft has released March 2023 cumulative updates for Windows 11 and 10
Microsoft has released monthly cumulative updates for all supported operating systems. Traditionally, the updates are intended to fix bugs, and ship general improvements to the end user.
The ability to install Windows on ReFS may become exclusive to Windows 12
As you may remember, Microsoft has added a hidden option to install Windows 11 on ReFS. The OS installer could support formatting new partitions to ReFS and use such a partition to boot from. It was a feature of the Dev channel builds. However, after rebooting the Insider program, everything has been scrapped from the Dev channel and moved to Canary builds.
Windows 11 to receive a dedicated USB4 page in the Settings app
One more hidden feature is in the first Canary release of Windows 11. Build 25314 seems to include a new USB 4 device viewer on the USB Settings page. While it is hidden, you can make it appear with ViVeTool.
