How to add Reserve Battery Level to Power Options in Windows 10

In Windows 10 you can add the "Reserve Battery Level" option to the Power Options applet of the classic Control Panel. It specifies a percentage of capacity when the reserve battery warning is shown to the user. It is a hidden option that is not visible by default.
