Microsoft starts testing Windows 10 version 1909, also known as '19H2' in the Release Preview ring. A new build 18363.327 is now available to a small select group of insiders (it is released for around 10 percent of Release Preview users).
Microsoft is testing the throttled approach they intend to use to rollout 19H2 to customers with Windows Insiders using the Release Preview ring. For a small subset of Insiders (around 10%) in the Release Preview ring, Microsoft have enabled the “seeker” experience for 19H2. This means that the Release Preview ring user has to go to Settings > Update & Security > Windows Update to see that there is a Windows 10, version 1909 update available. It will be possible to choose to download and install this update on the PC. After the update finishes, Windows 10 will be upgraded to 19H2 Build 18363.327.

Microsoft continues controlled feature rollouts, so it affects the number of new features included in build 18367.327. Insiders in the Release Preview ring who get 19H2 Build 18363.327 today will not see all the 19H2 features the Slow ring currently has as not all the features have been incorporated into the build yet. Because of the differences between the way the 19H2 updates are packaged between the Slow and Release Preview rings, Insiders in the Slow ring will not be able to switch to the Release Preview ring and get updates yet.
Windows 10 19H2 will be a minor update with a smaller set of enhancements focused primarily on select performance improvements, enterprise features, and quality enhancements.
Microsoft is going to ship Windows 10 19H2 as a cumulative update to Windows 10 users once its development is finished. It will be available to Windows 10 May 2019 Update users as a regular update package, just like the monthly cumulative updates that Microsoft issues for supported Windows 10 versions.

Oh God another [censored] 6-monthly mega update, I can’t take this shit much more. I hate having to go through all my settings every [censored] time to check what’s been reset (there’s always something, though admittedly they’re getting better at not resetting as many thing as past updates have). Can we please just have some calmness for Windows 10, alright?

19H2 is NOT delivered as some mega-update. 19H2/1909 is delivered like a cumulative update to 1903 users
