Last month, a post on the VirtualBox website revealed Oracle's plans to add a TPM passthrough driver for virtual machines. Such a change would make VirtualBox-based Windows 11 installation compatible with Microsoft's hardware requirements. Unfortunately, VirtualBox users still wait for Oracle to deliver the promised update. Meanwhile, the company released VirtualBox version 6.1.28 with various changes, including improved Windows 11 support.
In the official changelog (available via this link), you can find a hefty list of various changes and improvements. Among them, Oracle mentions "improved Windows 11 guest support, including unattended installation." As for Trusted Platform Module, VirtualBox 6.1.28 still does not support TPM passthrough. According to Alexander Eichner from Oracle, the bug fix release 6.1.28 does not contain any TPM-related new features, but those capabilities exist in test builds. In other words, you need to wait a little bit more if you want to install Windows 11 and download Dev builds in the Windows Insider program.
Recently, VMWare and Parallels released updated versions of their virtualization software to provide users with the ability to create Windows 11-compatible virtual machines. VMWare Workstation Player, a free version of Workstation Pro, now supports software TPM you can enable in the config file. As for Parallels Desktop, the software received vTPM support in update 17.1, now available to all users (Standard, Pro, and Business).
You can download Oracle VirtualBox 6.1.28 from the official website for free. Note that you can install Windows 11 on a virtual machine or locally without TPM or using unsupported hardware. Microsoft does not recommend doing that, but it appears that unsupported Windows 11 installations receive cumulative updates with security patches and fixes without problems.
