At the edge of tweaking
As you may remember, Skip Ahead, the option which allows Insiders to test builds from the upcoming RS_PRERELESE branch, was not available for a while. It looks like the ability to join the cutting edge update branch has now been restored temporarily by Microsoft, so interested users can sign-up for upcoming 19H2 builds.

Microsoft has postponed the ability to join the latest Redstone 4 branch of Windows 10. The feature known as "Skip Ahead" went on hold, as the company decided to limit the number of participants in the RS_PRERELEASE branch. However, there is a little trick to bypass this limitation.
