Microsoft has started the roll-out of an updated Notepad app for Windows 11. Participants of the Windows Insider program in the Dev channel now receive a new version of the app 11.2212.33.0, that features a tabbed user interface.
The new version comes with a tab row that users have been asking for for a long time. It allows the user to create, manage and organize multiple files in a single Notepad window.
If you wish, you can continue working in different Notepad windows by dragging the desired tab out of the tab row, so it turns into a separate window. In the application settings, you can specify whether files will open in new tabs or in new windows by default.
In addition, Microsoft has added new keyboard shortcuts for managing tabs, as well as improved management of unsaved files, including the ability to automatically generate a file name and tab title based on the contents of a file. The unsaved changes indicator has also been updated.
Microsoft is aware of several issues that users may encounter when using the pre-release version of the app. In particular, there may be problems with the operation of some keyboard shortcuts. It is a work in progress, so all the issues will be fixed sooner or later.

I wish they had the same option for File Explorer calls. They feel almost pointless without it.
