In February, Microsoft had merged the Windows Experience (client) and the hardware teams into a big one team named as Windows + Devices under Panos Panay. Panay reports to Executive Vice President Rajesh Jha, who runs Experiences and Devices all up.

By the new change, Microsoft is moving part of the Core OS and Intelligent Edge (COSINE) team under Panay in order to create more of an end-to-end servicing and shipping experience, based on information about the reorg shared internally. Some parts of Core OS and Intelligent Edge engineering, specifically around the Windows core, are staying with Executive Vice President of Azure Jason Zander.

The Windows fundamentals and developer experience teams are both now under Panay. Jeff Johnson is charged with leading a newly formed Windows, Developers and Experiences (WDX) Engineering team, which combines the Windows Experiences and Developer Ecosystem Platform teams. Michael Fortin is joining Windows + Devices and will manage a new team that handles the Cosine services teams and fundamentals.

Thurrott.com have seen an internal document that describes the goal of the changes as follows.

The mission of Windows + Devices is to build platforms and products that create and complete magical experiences with all of Microsoft, to empower every person and organization to achieve more,” Panay explains. This business stands on three core pillars:

  • Deliver iconic experiences across Microsoft, lighting up both modern work and life.
  • Grow the business of Windows and Surface, delivering the best of Microsoft and creating end-user pull.
  • Lead the industry through innovation and technology, enabling our ecosystem of partners to thrive.

So, the development of Windows 10 and Windows 10X is all in Panay's hands. It is quite possible that consolidation will positively affect it, and make the Windows family more stable and reliable.
