Microsoft has finally fixed a bug that affects file copy performance on Windows 11 22H2. It can significantly reduce the copy speed, up to 40% of the bandwidth. The bug can slow down both network and local file operations. So engineers at Microsoft figured out the cause of the issue and fixed it, but users have to wait a bit more before getting the fix on their computers.
It is now documented in the know issues section for KB5017389, where you will find recommendations that may help you to improve the copy speed.
The latest Insider Preview of Windows 11, build 25252 released to the Dev channel, includes the appropriate line in its change log. So if you are Dev channel insider, the bug is now resolved for you. But it is not available in the stable, Beta and Release Preview channels.
The majority of users who run the stable version of Windows 11 will get the fix with forthcoming cumulative updates. It needs to be validated, so it will take some time. The exact timing is not known as of this writing. Microsoft may first release it to the Beta and Release Preview channels, or roll out it directly as an optional update.
According to a thread on the techcommunity website, the bug is not related to any network component of Windows 11. The speed drops somewhere in the OS kernel, so initial guesses that it is an SMB bug are incorrect.

Tried in virtualbox. The explorer crashes
I just upgraded to 22H2, I tried to move a file from D: which is a normal hard drive to C: where the OS is installed, as soon as I clicked to drag the file, the Explorer froze, for almost 1 minute, once it defroze, I was able to drag and drop the file, the fun part is the transference speed, it took an hour to move a 500 mb file, from one hard drive to another, it should have taken seconds.
I still didn’t install all the updates, there’s still one remaining, if it doesn’t fix this absolute mess, I’m going back to Windows 10. Sorry Microsoft, I wanted to like Windows 11, but I couldn’t, it’s so full of glitches ands bugs, honestly it looks rushed, I feel insulted that you charged me for this OS.
