Fix: Apps available for multiple users do not start in Windows 10

If you have multiple user accounts in Windows 10 and you have installed some Universal apps for all users, you may face an issue that such apps do not start. While the apps work for the user which installed them, they may fail to launch for other users, and the Start menu cannot be dismissed. Here is what to do in this case.

This unexpected behavior is caused by corrupted Registry entries, which causes a conflict when launching the installed or updated apps. If you just upgraded to Windows 10 from an earlier version of Windows, you probably don't have updates installed which are cumulative. In that case, you must install KB3074683. This update is superseded by later cumulative updates, so as long as you have all the latest available updates installed, this occur will not occur for apps which you install after that point.

However, you still might be affected by this problem due to any of the following reasons:

  • You created user accounts and installed apps before the above mentioned updates arrived for your operating system.
  • You bought a device with Windows 10 pre-installed and installed certain apps for multiple accounts before installing security patches via Windows Update.
  • You have disabled Windows Update in Windows 10.

In the above scenarios, installing cumulative updates will not resolve this issue if you have already encountered it.

Thankfully, Microsoft has created a special troubleshooting tool to resolve this issue. You need to do the following.

  1. Download the troubleshooter package from HERE.
  2. When prompted, select to open file, cssemerg70008.diagcab.
  3. Follow the instructions which appear on the screen.

This should resolve the issue.
