Microsoft today officially announced that they bring up File Explorer tabs to Insiders in the Dev channel with Windows 11 Build 25136. But they are using a gradual feature roll-out, so not everyone see it after upgrading to that build. If you don't have the new File Explorer yet, follow the instructions in this build to enable them.

Microsoft today released Windows 11, version 22H2 to all insiders in the Release Preview channel. It is also available on devices enrolled in the Windows Insider program for Business. They receive the same build 22621 which is known to be RTM.

How to Remove Add to Favorites from Context Menu in Windows 11
You can remove the Add to favorites item from context menu in Windows 11 if you find no use for this feature. The Favorites section was first introduced in build 22593. There, Microsoft renamed Quick Access to Home in the File Explorer startup location. The Pinned files section then become "Favorites".
