The bug particularly affects organizations and individuals enrolled in the Extended Security Updates program (ESU).
Microsoft have linked the shutdown failure to System Guard Secure Launch, a security feature designed to activate during startup and deactivate afterward. In affected systems, this component remains active beyond the startup phase, thereby blocking normal shutdown procedures. Virtual Secure Mode also contributes to the malfunction according to current analysis.
Microsoft acknowledges the issue and is working to create a fix. Currently, there is no official workaround exists to mitigate the bug.
