Microsoft was working on a Dynamic Wallpapers feature for Windows 11, but for some reason it didn't found its path into any of the Preview or release versions of the OS. In fact, it was a feature of Windows 10X, the cancelled OS project from which Windows 11's user interface originated, along with several features. A former Microsoft designer has shed some light on what the Dynamic Wallpaper feature actually is.
Dynamic Wallpapers is a background image that changes its appearance depending on different factors. A landscape image can show the nature in morning, afternoon, evening, and night. These image variants could appear based on your device's actual time. Moving clouds is another feature the dynamic wallpaper may have.
Sergey Kisselev, a former Microsoft designer on the Windows Creative Direction Team, posted several examples of dynamic wallpapers he designed for Windows 11 on his Behance profile. He noted the following.
A variety of dynamic animations and still images were explored for Microsoft’s low-cost devices, primarily targeting educational users. This work was part of the Windows Creative Direction Team’s efforts to celebrate a new centered signature composition for Windows 11, highlighting its centered Start Menu and taskbar. The designs were crafted to be adaptable for light and dark modes, allowing for flexibility in interpretation and execution.
Here are some mockups of the feature, courtesy of Sergey Kisselev.
Again, dynamic wallpapers were planned for Windows 11, but the feature never made it beyond internal labs. It is unknown whether Microsoft is going to add it to the OS it in the future.

Jeez, another Windows feature got scrapped by M$. I think they ditch it because of taking more resources in the background.
I remember Windows Vista Ultimate introduce the Dreamscene, yes the early implementation of dynamic wallpaper included in the OS, and they just removed it on Windows 7. Only way to revive it is by installing Wallpaper Engine.
