Microsoft today released Windows 11 Builds 22621.3951 (22H2) and 22631.3951 (23H2), KB5040527 to Insiders in the Release Preview Channel. It includes options to duplicate a tab in File Explorer, to pin shortcuts from the Start menu to the taskbar and make a desktop shortcut with drag-n-drop, and more.
The list of changes
- [New] If you are in China and turn on Nearby Share, you will receive a notification asking you to turn on Wi-Fi and Bluetooth if they are turned off. This is because Wi-Fi and Bluetooth must be turned on for this feature to work. This feature is being rolled out gradually, so it may not be available to all users.

Fixes and improvements
- File Explorer: The stability of Explorer has been improved. In particular, numerous crashes and freezes have been eliminated. Fixes are distributed gradually, so they may not be available to all users.
- A memory leak occurred in Explorer when interacting with archives.
- A change has been implemented to address an issue where the spacing between icons on the desktop could become too large.
- Fixed an issue where when launching Search from the Home page, it might not return search results on the first try.
- Fixed an issue where the address bar drop-down menu could appear unexpectedly while working in File Explorer.
- A change has been made to resolve an issue where opening File Explorer could result in a blank area at the top of the window after a DWM crash.
- Fixed an issue where File Explorer would not respond to the Back and Forward mouse buttons when hovering over the Recommended area on the Home page.
- Fixed an issue where the search field would not display the correct folder name when you were in the Gallery section.
- Fixed an issue where icons in the Gallery section could flash or flicker when scrolling.
- Fixed an issue where using the Save dialog box would result in an error message appearing when attempting to save a file to the Gallery.
- For developers:
- The logic of the End task option in the context menu for applications on the taskbar has been updated. Now the system will not display the "Application is not responding" dialog box to confirm the end of the task. You can enable the End task option in Settings → System → Developer options.
- FrameShutdownDelay The browser did not respect the value specified in the registry key HKLM\SOFTWARE\Microsoft\Internet Explorer\Mainfor the parameter FrameShutdownDelay.
- Group Policy settings for Item Level Targeting (ILT) and Local Users and Groups. You cannot select a group from the target domain for ILT or an account from Local Users and Groups because the forest is not displayed. This issue occurs when multiple forests are deployed and the target domain has a one-way trust with the administrator domain, which affects Enhanced Security Admin Environment (ESAE), Hardened Forests (HF), or Privileged Access Management (PAM).
- Transmission Control Protocol/Internet Protocol (TCPIP) The issue resulted in high CPU usage and packet loss. It also reduced the likelihood of successful TCP connections.
- NetAdapterCx module: The system would stop responding when transferring large amounts of data over Wi-Fi. The issue was observed on devices with certain network cards.
- Universal Print clients: Unable to establish a connection to the Universal Print service, impacting printing. This issue occurs when Web Proxy Auto Discovery (WPAD) is enabled.
- Printing support applications: When using a USB device, applications may stop responding and fail to print documents. User interface functionality may also be limited.
- Unable to use Autopilot to set up Surface Laptop SE devices.
- Windows Defender Application Control (WDAC):
- A memory leak has been detected that may eventually cause the system to run out of memory. The issue occurs during device initialization.
- WDAC cannot verify the policies of some applications.
- Windows kernel vulnerable driver blocklist file (DriverSiPolicy.p7b). New drivers at risk of Bring Your Own Vulnerable Driver (BYOVD) attacks have been added to the list.
- Bluetooth: Unable to place calls on hold using Bluetooth devices.
- Windows Backup: In some cases, the backup failed. This happened if the EFI System Partition (ESP) was present on the device.
- The cache manager may stop responding when using Hyperthreading on Windows Server 2022.
