As you may remember, Microsoft is working on Depth effects for desktop backgrounds. As discovered earlier, when the feature is enabled, Windows will generate a stack of layers from your desktop background. The layers will shift accordingly based on accelerometer/mouse data. Windows 11 build 23466 is the first build to demonstrate these effects in actions.
Well-known enthusiast @thebookisclosed managed to enable the effects. The video below demonstrates the mouse-triggered animations. If the device comes gyroscope sensor, the effects can use device's orientation to adjust transitions.

As you can see, the option to enable the effects states that they only work "when available". This may indicate that in the future these effects will require a dedicated NPU chip. Microsoft intends to utilize AI to power these effects, and machine learning may be employed to enhance transitions.
Currently, the feature is at the early development stage. It is not known when it will become available to the public. There's no way to enable it manually without heavy OS modifications.
