According to a new report, Microsoft is going to finish Windows 10X in December, meaning the RTM build will be signed internally. It is expected to reach the production branch in Spring 2021.
Windows 10X as a special edition of the OS that was initially designed for dual-screen PCs. Microsoft is about to add some of Windows 10X's features to regular Desktop editions of Windows 10 on order to get the best of two Windows branches. The company may also replace some of the Desktop feature updates with Windows 10X releases. Microsoft's latest plan calls for 10X to debut on single-screen devices designed primarily for businesses (especially firstline workers) and education in the spring of 2021. And in the spring of 2022, Microsoft is aiming to roll out 10X for additional single screen and dual-screen devices. Windows 10X is expected to have blazing fast update installation on the classic Desktop devices and container security protection for Win32 apps from Windows 10. Reportedly, the initial public release of Windows 10X won't include Win32 app support in any form.
According to the source, Microsoft is expecting to get Windows 10X done in December 2020, and the officially introduce the final version to the public in Spring 2021.
For those asking, Windows 10X is on track to RTM in December. Spring 2021 release still looking likely. Not sure if MS is planning to do any external 10X testing. If they are, I suspect they're waiting for the RTM build first.

This statement aligns with the rumors that Microsoft may change Windows 10's schedule, and release Windows 10X instead of 21H1. Currently, the company is actively working on Windows 10X during the development cycle of 21H1. So, the company may omit the release of 21H1, and issue 21H2 in Autumn of 2021 with a huge number of fixes.
We have already seen Windows 10X features landing in the Dev channel of Windows Insider builds. Those include a new OOBE, and a new touch keyboard.
