Microsoft revealed the official name for Windows 10 version 1909, code named 19H1. It is 'November 2019 Update'. The name is not surprising, as it follows the scheme Microsoft uses for the major releases these days.

We are now getting the Windows 10 November 2019 Update (19H2) ready for release. We believe that Build 18363.418 is the final build and we will continue to improve the overall experience of 19H2 on customers’ PCs as part of our normal servicing cadence. Build 18363.418 includes all of the latest 19H2 features as well as the latest fixes included as part of KB4517389. Windows Insiders in the Release Preview ring already have this build, so no action is needed from them to get this build.
Windows 10 Build 18363.418 is now available in the Release Preview ring. Users who have configured their PC to receive the updates from the that ring will be offered to install. They need to open Settings - > Update & recovery and click on the Check for Updates button on the right. This will install the latest available Insider Preview of Windows 10.
NOTE: If you move from the Slow ring to the Release Preview ring today and are on Build 18362.100xx you will NOT be offered Build 18363.418 yet. In the coming weeks, Microsoft plans to move Insiders who are on Build 18362.100xxx forward to the final November 2019 Update build.

Windows 10 19H2 is a minor update with a smaller set of enhancements focused primarily on select performance improvements, enterprise features, and quality enhancements.
Microsoft is going to ship Windows 10 19H2 as a cumulative update to Windows 10 users once its development is finished. It will be available to Windows 10 May 2019 Update users as a regular update package, just like the monthly cumulative updates that Microsoft issues for supported Windows 10 versions.

But they would keep the version number ‘1909 ‘ anyway, since 2020 is for 20H1 :)
to be 100% crystal clear, the 1909/19H2 release will be offered to 1903 users like a regular cumulative update thru Windows Update. but for those using 1809 or older, the 1909 release will be offered as a full OS feature update
and Sergey it looks like a possible release date for 1909 might be November 12
