While Windows 10 Creators Update (version 1703 or build 10563) will start rolling out for the majority of Windows 10 users today, the same update for Windows 10 Mobile users will be released two weeks later. According to the official blog post, Windows 10 Mobile Creators Update will be released on April 25, 2017 and only a small number of existing phones will receive it. The update will be released in several waves just like the last time, which means your device may receive it even later, and not on the day when the rollout starts.
The official blog post states the following:
Windows Phone will follow the same phased approach, with rollout scheduled to begin April 25. Note that update availability may vary by manufacturer, model, country or region, mobile operator or service provider, specific installed software, hardware limitations and other factors such as feedback from customers.
According to ZDnet, only 11 of the existing Windows 10 Mobile devices will receive the update. That includes only four Microsoft-made devices. Support for x30 Lumia line is entirely dropped.

- Lenovo Softbank 503LV

- Microsoft Lumia 550
- Microsoft Lumia 640 / 640XL
- Microsoft Lumia 650
- Microsoft Lumia 950 / 950 XL
- Trinity NuAns Neo
- VAIO VPB051
This list has already made some mobile device owners angry, including those having Lumia 930 or 1520 which are still great and powerful Windows phones. Microsoft hasn't explained the true reasons for this change. They have only mentioned that the company can't update all Windows devices because some of them have incompatible hardware while others need to be supported by the device's manufacturer by providing driver updates.
