Earlier in August, Microsoft released a couple of builds to Windows Insiders in the Release Preview ring. One of them was 19H2 Build 18363.329 from the 19H2 development branch. Initially, it was released to a small subset of users (10%). Microsoft today removed that limitation and made the update available to all the "seekers".
As of today, Windows 10 Build 18363.329 will be automatically offered to 10% of Insiders in the Release Preview ring. If your device is not receiving the update automatically, you can force download it manually by visiting Settings - > Update &recovery and clicking on the Check for Updates button on the right.
Keep in mind that this Release Preview build doesn't include all of the features that have been enabled on the Slow ring. Due to this, you cannot easily switch from the Slow Ring to Release Preview.
Windows 10 19H2 will be a minor update with a smaller set of enhancements focused primarily on select performance improvements, enterprise features, and quality enhancements.
Microsoft is going to ship Windows 10 19H2 as a cumulative update to Windows 10 users once its development is finished. It will be available to Windows 10 May 2019 Update users as a regular update package, just like the monthly cumulative updates that Microsoft issues for supported Windows 10 versions.

Windows 10 19H2 is expected to be released in October 2019, with an RTM build arriving for Insiders in September.
