Microsoft today released a new build of Windows 10 '19H2' to Insiders in the Slow Ring. Build 18362.10024 represents Windows version 1909, which is also known as 'November 2019 Update'.
This update includes all of the latest 19H2 features as well as the latest fixes included as part of KB4517389. This update also includes a fix necessary to move Insiders in the Slow ring to the final 19H2 build as noted in the below blog post. Any Insider on Build 18362.100xx should receive this update regardless of your ring settings. If you already moved from the Slow ring to Release Preview ring as recommended below last week – you will still get this update.

Microsoft had to issue this update because Slow ring Insiders are on a different version of Windows 10 '19H2' than Release Preview Ring users. The Release Preview ring hosts build 18363.418, which Microsoft considers as the final version of '19H2'. Actually, it is the same as build 18362 but with all the 19H2 features enable with a special package. The Slow ring has to receive its own update, since it is still on build 18362.
It is not clear when 18363 will be released to the Slow Ring in order to eliminate the build number difference between the Slow and Release preview rings.

Windows 10 19H2 is a minor update with a smaller set of enhancements focused primarily on select performance improvements, enterprise features, and quality enhancements.
Microsoft is going to ship Windows 10 19H2 as a cumulative update to Windows 10 users once its development is finished. It will be available to Windows 10 May 2019 Update users as a regular update package, just like the monthly cumulative updates that Microsoft issues for supported Windows 10 versions.
