Windows provides both a device-based speech recognition feature (available through the Windows Speech Recognition Desktop app), and a cloud-based speech recognition service in those markets and regions where Cortana is available. Here is how to make it automatically run at startup for your user account.
Windows Speech Recognition lets you control your PC with your voice alone, without needing a keyboard or mouse. There's a special wizard to help you get started. You need to plug in your microphone, and then configure Windows Speech Recognition. Speech Recognition is a nice addition to the dictation feature of Windows 10.
Speech Recognition is only available for the following languages: English (United States, United Kingdom, Canada, India, and Australia), French, German, Japanese, Mandarin (Chinese Simplified and Chinese Traditional), and Spanish.

- Right-click on the main window of the Speech Recognition app to open its menu. Alternatively, you can right-click it tray icon that opens the same menu. See the screenshot.
- Navigate to Options -> Run at startup. Enable or disable this feature according to what you need.
Alternatively, you can set this option in the Control Panel.

Refer to the article Create a shortcut to manage Startup apps in Windows 10 for more details.
Note: When the feature is enabled, Windows adds the following Registry values:
Windows Registry Editor Version 5.00 [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run] "Speech Recognition"="\"C:\\WINDOWS\\Speech\\Common\\sapisvr.exe\" -SpeechUX -Startup"
That's it.
