KB5038603 (build 26120.1252) causes multiple Windows 11 issues

KB5038603 is the latest update for Windows 11, which updates the OS to build 26120.1252. It is based on Windows 11 version 24H2, and includes several experimental features and security fixes. Several users on the Internet are reporting multiple issues after installing the patch.

Users report the following bugs that prevent them from normal work.

  • Delays and freezes during updates. The problem is related to the operation of TiWorker EXE, a trusted installer for Windows updates.
  • High CPU usage slows down your system and causes crashes in games and applications.

It's worth mentioning that this also affects 26120.1542 (KB5041872). Thanks to @phantomofearth for the addition.

I'm having an issue with the Windows 11 Insider Preview Cumulative Update (10.0.26120.1252, KB5038603). The download is stuck at 8% and won't progress. I also noticed that the TiWorker.exe process is using a lot of CPU, which is significantly slowing down my system and causing games and apps to crash frequently," says a post on Microsoft's forum.

It is worth noting that KB5038603 represents the new checkpoint cumulative updates. Such updates include only differential changes added since the previous update release, so they are smaller, install faster, and save your Internet traffic. They are especially effective when a new feature update becomes available to the OS.

Since it is a new feature, it most likely has some bug that prevents Windows 11 from installing the update smoothly. Microsoft has not yet confirmed the  the bug and, if it is confirmed, has not offered a solution.
