Microsoft today confirmed a new issue with the recently released Windows 11 version 23H2. If you perform a clean install of the OS, the Narrator accessibility feature may not start.
Microsoft specially notes that the issue doesn't affect devices upgraded to Windows 11 23H2 via Windows Update. This problem arises exclusively when using physical media or ISOs for the installation, affecting only the Narrator during the installation process. However, it should resume functioning as normal once the installation is finished.
The Narrator issue is the first Windows 11 version 23H2 problem that Microsoft has publicly acknowledged.
Due to this new issue, when installing Windows 11, Narrator might open in an unresponsive state when initialized using any method, including the Ctrl + Windows key + Enter shortcut, and the icon in the setup UI.
Microsoft has indicated that Narrator should function properly after the setup, assuring that the assistive tool should continue to work as expected once the installation is completed.
At this time, a workaround is not available. If Narrator is a missing-critical feature for you, you may prefer to postpone the installation until the issue is resolved.
