Windows 10 includes a built-in app, "Microsoft Tips". That app is intended to teach the user about the available and new features and best practices. It occasionally shows tips that user can dismiss, or entirely disable. It looks like Microsoft could rename it to Learning Hub.
The "Learning Hub" app was first mentioned in the leaked Windows 10X documentation, that appeared on the Internet in October 2019. The document mentioned "Learning Hub" as one of the pre-installed Windows 10 apps, along with Mail, Calendar, Sticky Notes, etc.
Alumia was able to find confirmation that the mysterious "Learning Hub" was nothing more than Microsoft Tips application.
