The process of consolidating options from the Control Panel into the Settings app is pretty fast in Windows 11. "Language for non-Unicode programs" and "Copy current user settings to welcome screen and system accounts/new user accounts" are the latest to make the transition. This means that the eventual removal of these settings from the Control Panel may happen in the near future.

These language settings are now accessible under Time & language > Language & region in both Dev and Beta channel builds. Below is a screenshot showcasing the new addition.

Currently, these options remain hidden by default as Microsoft continues to refine them. While the company has yet to officially announce the change, it’s likely only a matter of time before they become visible and fully functional for all users.
ℹ️ The "Language for non-Unicode programs" option in Windows is a system setting that determines the default character encoding (code page) used by applications that do not support Unicode. Non-Unicode programs rely on older, region-specific encoding standards, such as ANSI or other legacy code pages, to display text and process data. Setting this option is important for running older applications that were developed before Unicode became the standard for multi-language text encoding.
ℹ️ The option to copy current user language settings to the Welcome screen and new accounts ensures that the language preferences of the currently logged-in user are applied to the Welcome Screen (login screen), as well as to new or system-managed user accounts. It copies the display language, keyboard layout, and other regional settings from the current user profile to the login screen and any new accounts created on the system. This provides a consistent language experience across all users and system interfaces.
Earlier, we learned that Microsoft is moving character repeat delay and repeat rate options for the keyboard, and pointer trails, pointer shadow, pointer customization, - all the classic mouse preferences, to the Settings app. There aren't many options left that you can only find in the classic Control Panel.
