Microsoft is actively working to improve the new capabilities of Windows 10 and make it more useful and more welcomed by users. The next major update, known as Redstone, will be focused on improving the Action Center, Start Menu, Cortana and Edge browser user experience. Here are some backend changes which have already made it to Cortana, the digital user assistant in Windows 10.
The changes to Cortana are related to the way search results are presented. In the PC version of Cortana, the search results pane has now got filter buttons. The user can filters results by apps, files, settings, or web. The rest of the results will be hidden and only the appropriate data filtered by the search request will be displayed in results. This makes search results less cluttered:
Cortana, as you might be already knowing, is powered by Bing and web services running on Microsoft's servers. Every time you use it, information about your query and other data that Microsoft collects to offer you personalized results gets sent to their servers and in return, some data is displayed from their servers which is supposed to be relevant to you. So, Microsoft can make changes to Cortana on the backend to update it.
Although Cortana is not yet available in all regions supported by Windows 10, users in some regions where Cortana is already available should notice the updated user interface soon. If not right away, the changes should be rolled out to you over time. (via WindowsCentral).

At least 10586 will get it. I see no reason why 10240 might not get it, since it is a server-side app mostly.
I have the 10586 all the latest updates but don’t see it. Any ideas?

No, it appears only in Microsoft Account.
