Finally, Microsoft has managed to resolve the annoying shut down issue, which was preventing computers from restarting and shutting down starting in Windows 10 Build 18999 and later. The issued update should resolve it.
The official announcement of Windows 10 Build 19002 has been updated with the following text
UPDATE 10/18: We have released 20H1 Build 19002.1002, which includes a fix for the issue causing some devices to get stuck during shutdown or restart.
Microsoft has released Windows 10 Build 19002 on October 17, 2019. While it included a number of improvements and general fixes, the shut down issue hadn't been fixed with that release.
As you may remember, the shut down issue made its first appearance with build 18999. The operating system was not able to finish the shut down process and was hanging every time you tried to end your session on the computer.
Let's install the 19002.1002 update and see if it helps.
