There is no doubt that Microsoft Edge is one of the best browsers out there, if not the best one for Windows, but the problem is that Microsoft simply cannot stop showing advertisements to its customers. Both Windows 10 and Microsoft Edge are well-known for notifying users with different "native ads" that promote Microsoft's services. The company continuously tries to make you switch from Google/any other search engine to Bing, set Microsoft Edge as a default browser, try the Microsoft 365 subscription, enable Cortana, etc.
Recently, due to a bug, Microsoft Edge was constantly trying to force users to switch their search engines and default browser settings. Luckily, it did not take long for Microsoft to fix the problem. But now, there is just one more annoying popup in the Edge browser. This time, Microsoft wants you to share your browsing data to provide more relevant ads and recommendations.
According to reports from users, Microsoft Edge 92 Dev shows a banner with the following message:
Let's make the web work for you.
Allow Microsoft to use your browsing activity, including history, favorites, usage, and other browsing data, to personalize Microsoft Edge and Microsoft services.
The popup contains a single toggle to grant permissions to Microsoft. Plus, there are two links: the one to ignore the annoying message, and the other to learn more. If you decide to let Microsoft "make the web work for you," the browser will enable the recently introduced "Share browsing data with other Windows features" toggle. You can also prevent Microsoft Edge from nagging you by going to Reportedly, this behavior is not related to the option, and the notification will continue to appear after you disable the setting.edge://settings/localbrowserdatashare
and disabling the sharing browser data feature.
It is worth mentioning that the popup to let Microsoft utilize your browsing data to improve advertising is not yet present in stable Microsoft Edge builds. Microsoft plans to release Edge 92 at the end of July.

Why aren’t these ‘banners’ (popups) being blocked by AdBlock Plus?
Probably because they are baked into the browser itself, not any website. I don’t know though since I don’t use Edge.
