Users who attempt to call the traditional activation number now hear an automated message directing them to visit http://aka.ms/aoh to complete activation online. This change appears recent, as phone activation for Windows 11 remained functional just a few months ago. This is really the end of an era.

From XP to Windows 11
Microsoft first introduced phone-based activation with Windows XP. This method offered a reliable alternative for users lacking stable internet access. Over successive Windows versions, including Windows 10 and Windows 11, the phone option remained available alongside digital methods. Its removal marks a definitive shift toward exclusively online validation, and prioritize internet-dependent services. This compliments the mandatory online account requirement during setup of Windows 11.
Microsoft has not officially announced the change officially nor detailed the reasons for this change. However, the automated message on the now-defunct activation line confirms that web-based activation is the sole supported method moving forward.
