Sets is the implementation of the tabbed shell for Windows 10 which will allow app grouping exactly like tabs in a browser. When enabled, Sets will allow combining windows from different apps in a tabbed view. It is possible to enable or disable this feature with a Registry tweak.
When enabled, Sets will allow combining windows from different apps in a tabbed view. They look like regular web pages with each open tab in Microsoft Edge representing an app. See the following screenshot:
The user can add a new "app tab" by pressing the Ctrl key while launching the app. It will be possible to have multiple "app tabs" along with "web tabs" in a single window.

Sets: With all the elements that go into a task, sometimes convincing yourself to get started is the hardest part. Sets help you keep webpages, documents, files, and apps connected, while remaining just one click away. When you close a file that includes a group of tabs, we’ll help you bring those tabs back to life the next time you open it. Whether it’s something you pick up later in the day or in a couple weeks, Sets is being designed to help you keep the important things together.
Add tabs to apps: To help fuel Sets, most apps will be able to add app and web tabs. When you select a link in something like an e-mail, it’ll open in a new tab next to the app you were using. Selecting the plus (+) in an app will take you to a new tab page, which will help you jump to your next location. You might already know where you want to go, or just need a little bit of inspiration. From here, you’ll be able to search your PC and the internet, access customized feeds, open frequently used websites and apps, and get suggestions based on your recent activity.
As of this writing, the ability to put apps inside tabs is currently exclusive to Store apps and File Explorer. It is not clear if this will be extended to other classic Win32 apps.
Note: As of this writing, the Sets feature is available to a small select group of Insiders. Microsoft is performing A/B testing with this feature, so it might not be available for your user account. Here is how to find if you have Sets enabled: How to find if you have Sets enabled.
To enable sets of tabs in Windows 10 with a Registry tweak, do the following.
- Open the Registry Editor app.
- Go to the following Registry key.

- To make the changes done by the Registry tweak take effect, you need to sign out and sign in to your user account.

Tried with both your registry files, and then did this manually, rebooted and it just is not working for me on Build 17655. Double checked the key in registry and it is changed to what you show, but no Sets.
Do you have sets enabled for your Microsoft account? If not, nothing helps.
There is no option under Multitasking for Sets. What is strange, with some Insider Skippy builds I have it, then others, its gone again. I understand it is only for small percentage at this time with Insider Skippy.

Here is Weather, CuteFTP, WinRAR, Tweeten, Command Prompt, and Notepad all opened in tabs.

no this type option in 17666. I tried both..
I know , it is not available,,, and some you tuber, some pro users got it,,,it is not good
Unfortunately I am on 17682, fast ring, and have tabs turned on but this method won’t actually turn them off. We run *Windows* 10, not *Sets* 10 or Tabs or Screens 10. I don’t want everything grouped under 1 window that I maximize as I’m not running 1366×768 resolution. I have large monitors with high resolution and want to work how *I* want, not treating everything like a tab in a web browser. That doesn’t work for me and frankly it seems highly unlikely that this is a productivity saver and is more efficient.
