Windows 11 24H2 now clearly states that you need a CPU with POPCNT support
The setup program for the latest test build of Windows 11 24H2 (Build 26058, Dev/Canary), introduces a special check for the PopCnt instruction in processor requirements that is visible to the user. If the instruction is missing in the CPU, Windows Setup breaks with a message that it is a mandatory requirement.

Windows 11 Build 26058 (Dev/Can) improves File Explorer, Ease of Access, Widgets, and more
Microsoft has released a new preview of Windows 11, Build 26058, to Insiders in the Dev and Canary channels. Insiders on the Canary channel will receive build 26058.1000, while the Dev channel has been released build 26058.1100 (KB5036078). The features are completely identical for both updates, Microsoft is just testing different distribution methods of the OS. Finally, the ISO images are also available.

With Windows 11 24H2 Microsoft is tightening the screws, leaving even more PCs officially incompatible with the OS. A newly discovered change in hardware requirements reveals that core files now require a new CPU instruction, POPCNT. If your hardware doesn't support it, the OS will not boot, and there is no way to bypass this change.
