Microsoft is expected to roll out an update to Windows 10 today. The update should come for PC users and for Insiders who are using Windows 10 Mobile. It is expected to be a cumulative update. The build version is expected to be bumped from the recently released 10586.63 to 10586.71
While the complete change log for this build is not discovered yet, it is obvious that Microsoft is dealing with bugs and stability issues. For mobile devices, fixes can include improvements to battery life.
Again, this build is part of the Threshold 2 branch. The Redstone branch builds are available only for Windows Insiders running Windows 10 on PCs. The latest Redstone build available as of this writing is 11102.
Language packs associated with the new Mobile build 10586.71 were spotted by Gustave M (@gus33000).
The RTM release of Windows 10 Mobile is expected this February. The first Redstone update is planned for release in June 2016, and the second one in October 2016, although Microsoft can shift these dates and speed up/slow down the releases. (Source: via)

ohh.
That’s a pity.
Well, in the end, this Wednesday became the usual second Patch day of this month : KB3124262 (which is a security update and therefore should be installed asap) brings Win 10 1511 to Build 10586.71
hehe, finally.
If you have the Classic Shell installed have to uninstall it, otherwise the download will stop at 45%. It happened just me.
Thanks for the information.
No such issue happened for me and I have Classic Shell for a long time on Windows 10.
