Looks like Microsoft decided to make the new Dev Home app available in Windows 11 out-of-the-box. Microsoft is going to bundle it with the OS. However, in the latest Dev channel build the company ships a stub package instead of the full app. It will install on demand once you click its shortcut in the Start menu.
The window that opens says that the app needs to get an update, and downloads the software in the background. After that, the Dev Home apps starts normally.
Microsoft has updated the change log for the Dev channel build 23486, so it now clearly states that Dev Home is now an inbox app.
Starting with this build, Dev Home is now an inbox app. In a future flight, Dev Home will be found via Start > All apps > Windows Tools. To learn more about Dev Home, check out this blog post here and also read about the latest Dev Home update here.
So, in forthcoming Insider Previews, the stub may be replaced with a full-fledged package. However, as PhantomOcean3 spotted, currently the app's shortcut resides in the app list, and not in the Windows Tools folder.
